What is the United States negotiating with Cuba?
Before a group of about fifteen conservative Latin American leaders—including Javier Milei and Nayib Bukele—the president confirmed that his administration is already in contact with Havana. The talks are being led by the current Secretary of State, Marco Rubio.

These statements come amid the launch of a new US-led military coalition to eradicate drug cartels in the hemisphere. For Trump, consolidating this bloc and bringing about the fall of the current system in Cuba represents “the icing on the cake” of his new foreign policy doctrine, promising that the Caribbean island will soon have “a great new life.”
